How can a congressmen help you in housing/financial issues?

I remember talking to a neighbor years ago was about how she and her husband was going through a hard time financially, and their landlord was going to evict them. So they went to their congressmen, (I forgot the name) and they got the help they needed to not only pay their rent. So now, I find myself in the exact situation. I'm wondering if it possible that I'm able to receive similar help from my congressmen??
