Can I write my Congressman?

The military is refusing to approve me to be with my husband, stationed overseas. My husband is NOT deployed and is NOT on an unaccompanied duty station. I am listed on his page 13 as a dependent. I have NO criminal record, no reason for them to deny me to be with him. Can I write my Congressman about this problem and can he help?
