Congressmen is suing the president for his lack of approval for Libyan operation. Why did he skip congress?

The Libyan effort won't be funded without the vote. That is unconstitutional. What is Obama thinking? Should one man be able to use military action when we have not been attacked nor in danger of it? There has been a long term difference of opinion on the War Powers Act.
