How or where do you submit an idea for a bill to congress,?

To where you are tired of the infomercials that takes up about 10-12 minutes per 30 minute tv shows or takes up a majority of time on a program or a movie that you watch on regular channels on either cable or satellite provider AND why are we paying a huge percentage to the ads on tv? Can we not write to our congressman/woman about ending the infomercials? I know I am tired of watching something good and commercials ruin it. Can they not have the commercials at the ending of a program or movie that they air on their network?
