It means, to me, that you should be a good guide to those under your care. A shepherd wouldn't lead his sheep into a dangerous area. Don't be saying "Look at how great I am because I have control of you." Show them the way to go by example. The last part (4) is saying that when your boss (God) shows up you will be greatly paid.
